Letter to Collector of Transfer Duty
16th February 1803. A letter from Andrew Barnard (Secretary to Lord Maccartney) to Christoffel Brandt (Collector of Transfer Duty), regarding q request to exempt transfer duty for a gifted house. Andrew Barnard was Secretary to Lord Macartney (until he retired in 1798), Governor of the Cape Colony, Barnard and Lady Anne lived in the Castle of Good Hope between 1797 and 1803. Thereafter they returned to London. After the Cape was restored to Britain in 1806, Barnard again accepted an appointment there in 1807, but died shortly after his arrival. Lady Anne Barnard being the famous Scottich travel writer, artist and socialite. Her five-year residence in Cape Town, had a significant impact on the cultural and social life of the time. Her letters written to Viscount Melville (Secretary for war and the colonies) and her diaries of travels into the interior have become an important source of information about the people, events and social life of the time. Christoffel Brandt was an official responsible for the collection of taxes related to property transfers at the Cape Of Good Hope. "Castle of Good Hope February the 16th 1803 Sir I am Commanded by His Honor the Lieut. & acting Governor to enclose for your opinion & report a petition of Mr. J Daniel to be exempted from the payment of the transfer duty upon a house which he received as a free gift from the late Mr. Loos. I am Sir Your Humble Servant Barnard Secretary C. Brandt esq Collector of transfer duty" On the verso is a note written in Dutch; "Brieven van en Antwoord aan den heer Generall Dundas op de requeste van Frederik Ferdinand Daniel", in english meaning "Letters from and answer from General Dundas regarding the petition of Frederik Ferdinand Daniel" Francis Dundas (1759-1824) was a British Army office who served as the acting Governor of the Cape Colony on two occasions between 1798 1803.
